According to a cute Reuters story about possible chemical attack, Saddam fired 31 scuds at Israel in 1991. The actual number was 39.

Then again, since, according to Reuters, one man's terrorist is another man's drunken Super Bowl reveler, maybe they thought the other 8 were fireworks.
